कोहरे के मौसम के दौरान लोको पायलट द्वारा ट्रेन संचालन

मौजूदा SR3.61/2(a)().().()&(iv) को हटा दिया जाता है और निम्नानुसार प्रतिस्थापित किया जाता है (संदर्भ-ईडी/सुरक्षा-II/रेलवे बोर्ड, पत्र संख्या 98/सुरक्षा (ए एंड आर)/ 19/16, दिनांक-23.10.2018)
एसआर 3.61/2(ए) लोको पायलट द्वारा सावधानियां: - लोको पायलट कोहरे के दौरान ट्रेन की गति के संबंध में निम्नानुसार कार्रवाई करेगा
(i) फॉग के दौरान जब लोको पायलट अपने फैसले में महसूस करता है कि कोहरे के कारण दृश्यता सीमित है, तो वह ऐसी गति से दौड़ें जिससे वह ट्रेन को नियंत्रित कर सके ताकि किसी भी बाधा से पहले गाड़ी को रोकने के लिए तैयार रहे। यह गति किसी भी स्थिति में 75 किमी प्रति घंटे से अधिक नहीं होगी।
(ii) गेटमैन (जहां उपलब्ध हो) और सड़क उपयोगकर्ताओं को समपारों पर आने वाली ट्रेन के बारे में चेतावनी देने के लिए लोको पायलट को बार-बार सीटी बजानी चाहिए।
(iii) एब्सोल्यूट ब्लॉक सिस्टम में गति 75 किमी प्रति घंटे से अधिक नहीं होनी चाहिए जैसा कि ऊपर मद (i) में बताया गया है।
(iv) स्वचालित ब्लॉक टेरिटरी में गति लोको पायलट के निर्णय के अधीन होगी जैसा कि ऊपर मद (i) में उल्लिखित है और निम्न से अधिक नहीं होगी:
(ए) 'ग्रीन' पर स्वचालित स्टॉप सिग्नल पास करने के बाद गति 75 किमी प्रति घंटे से अधिक नहीं होनी चाहिए।
(बी) 'डबल येलो' पर एक स्वचालित स्टॉप सिग्नल पास करने के बाद गति 30 किमी प्रति घंटे से अधिक नहीं होनी चाहिए।
(सी) पीले पर एक स्वचालित स्टॉप सिग्नल पास करने के बाद लोको पायलट को और प्रतिबंधित गति से चलाने के लिए ताकि अगले स्टॉप सिग्नल पर रुकने के लिए तैयार किया जा सके।
नोट (i) - फॉग सेफ डिवाइस का प्रावधान: - कोहरे के दौरान कोहरे प्रभावित क्षेत्रों में चलने वाले सभी लोकोमोटिव में विश्वसनीय फॉग सेफ डिवाइस, यदि उपलब्ध हो, लोको पायलटों को प्रदान किए जा सकते हैं। एसआर 3.61/1(बी)(ii) में निर्धारित शर्तों के तहत डेटोनेटरों की नियुक्ति को हटा दिया जाएगा, जहां विश्वसनीय फॉग सेफ डिवाइस उपलब्ध है और कार्य में है।
नोट (ii) - यदि लोकोमोटिव में फॉग सेफ डिवाइस उपलब्ध नहीं है या डिवाइस अधिकतम मार्ग में विफल रहता है तो ऊपर बताए अनुसार 75 किमी प्रति घंटे की गति को 60 किमी प्रति घंटे या उससे कम के निर्णय के अधीन घटाया जाएगा।
नोट (iii) - जैसा कि जीआर 4.16 (1) (बी) के तहत प्रदान किया गया है, कोहरे के मौसम में अंतिम वाहन जांच उपकरण को इंगित करने के लिए दिन या रात के दौरान एक चमकती लाल बत्ती प्रदर्शित करने वाले अनुमोदित डिजाइन का एक लाल टेल लैंप प्रदान किया जाना चाहिए और उस पर जलाया जाना चाहिए अंतिम वाहन।
नोट (iv) - प्रत्येक स्टेशन का फर्स्ट स्टॉप सिग्नल लोकेशन किलोमीटर चार्ट प्रत्येक लोको पायलट को या तो ले जाने में आसान कार्ड के रूप में या वर्किंग टाइम टेबल में प्रदान किया जाना चाहिए।
नोट (v) - "साइन ऑन" के दौरान लॉबी में मौजूद कोहरे की स्थिति के बारे में कर्मीदल और गार्ड को सूचित किया जाना चाहिए।
TRAIN OPERATION DURING FOGGY WEATHER
Amendment Slip No. 55 dated 04.12.2018 to the G&SR of NCRExisting SR3.61/2(a)().().()&(iv) is deleted and substituted as under (Ref.-E.D/Safety-II/Railway Board, letter no.98/Safety(A&R)/19/16, dated-23.10.2018)
SR 3.61/2(a) Precautions by Loco Pilot:- The Loco Pilot shall take action in regard to speed of the train during fog as under
(i) During fog when the Loco Pilot in his judgement feels that visibility is restricted due to fog, he shall
run at a speed at which he can control the train so as to be prepared to stop short of any
obstruction; this speed shall in any case not be more than 75 kmph.
(ii) Loco Pilot to whistle frequenctly to warn the gateman (where provided) and road users of an approaching train at level crossings.
(iii) In Absolute Block System the speed should not exceed 75 kmph as detailed at item (i) above.
(iv) in Auwmatic Block Territory the speed will be subject to the judgement of the Loco Pilot as mentioned in item (i) above and shall not exceed as under:
(a) After passing Automatic stop signal at 'Green' the speed not to exceed 75 kmph.
(b) After passing an Automatic stop signal at 'Double Yellow' the speed not to exceed 30 kmph.
(c) After passing an Automatic stop signal at Yellow the Loco Pilot to run at a further restricted speed so as to be prepared to stop at the next stop signal.
(iii) In Absolute Block System the speed should not exceed 75 kmph as detailed at item (i) above.
(iv) in Auwmatic Block Territory the speed will be subject to the judgement of the Loco Pilot as mentioned in item (i) above and shall not exceed as under:
(a) After passing Automatic stop signal at 'Green' the speed not to exceed 75 kmph.
(b) After passing an Automatic stop signal at 'Double Yellow' the speed not to exceed 30 kmph.
(c) After passing an Automatic stop signal at Yellow the Loco Pilot to run at a further restricted speed so as to be prepared to stop at the next stop signal.
Note(i)-Provision of Fog Safe Device:-Reliable Fog Safe Devices, if available, may be provided to the Loco Pilots in all Locomotives running in fog affected areas during fog. Placement of detonators under conditions as prescribed in SR 3.61/1(b)(ii) shall be dispensed with, where reliable Fog Safe
Device is available and is in working order.
Note(ii) - In case fog safe device is not available in locomotives or the device fails enroute the maximum
speed of 75 kmph as indicated above shall be reduced to 60 kmph or less subject to judgement of
Loco Pilot.

Note (iii)-As provided under GR 4.16 (1) (b) a red tail lamp of approved design displaying a flashing red light, during day or night, to indicate last vehicle check device in foggy weather should be provided and lit on the last vehicle.
Note(iv) - First Stop Signal location kilometre chart of every station be provided to each Loco Pilot either as an easy to carry Card or in the Working Time Table.
Note(v) - Prevailing Fog situation should be advised to Crew and Guard in lobby during "Sign On".
